Centre for Science and Environment (CSE) invites participation in its 4-day Training Programme on Designing EV 2.0 policies in the states: Implementation, infrastructure and circularity on August 4-7, 2026 at Anil Agarwal Environment Training Institute (AAETI) located in Nimli, Tijara, Alwar district, Rajasthan. This programme represents our initiative to promote good regulatory practices on clean air action planning through knowledge sharing and capacity building.
The objective of this training programme is to sensitise officials and regulators from the implementing departments and agencies in states with regardto the essential scope and design of the key strategies that are needed at the central and at the state level to achieve scale and speed of implementation. Already, the Government of India has implemented the demand incentive programme called FAME, PM E-Drive etc to build a market for the EVs and also the production linked incentives to support local manufacturing of advanced chemistry batteries in India.
Most Indian states formulated their first EVpolicies between 2018 and 2022, focused primarily on demand incentives, manufacturing support, charging infrastructure targets and public awareness. However, adoption patterns, changing market dynamics, fiscal constraints, grid realities and emerging battery end-of-life volumes have evolved well beyond what those first policies anticipated and require a shift to EV Policy 2.0. States are now preparing to draft their next generation of EV policies — EV Policy 2.0 — and need to move decisively beyond incentives toward implementation depth, industrial development, grid readiness, battery circularity, financing mechanisms and measurable climate outcomes.
In view of this, a training programme has been designed for the state implementing departments and agencies to deepen the understanding and to transition from broad subsidy frameworks to deep, execution-oriented policy frameworks.
Course highlights: This training programme is structured across thematic modules that capture key policy elements and lessons learned
