Training Programme on NCAP: Learning and redefining clean air actions for strengthened NCAP 2.0

Centre for Science and Environment (CSE) invites participation in its 4-day Training Programmeon NCAP: Learning and redefining clean air actions for strengthened NCAP 2.0on June 16-19,2026 at Anil Agarwal Environment Training Institute(AAETI), CSE’s residential training campus located at Nimli, Tijara, Alwar district, Rajasthan. This programme represents our initiative to promote good regulatory practices on clean air action planning through knowledge sharing and capacity building. 

As you are aware 130 non-attainment cities including 42 million plus cities are implementing clean air action plans under the National Clean Air Programme (NCAP). Also the 15th Finance Commission fund supports clean air initiatives in million plus cities. These programmes require implementation of time-bound multi-sectoral action in order to accomplish the goals. The centre has further enhanced the target to 40 per cent reduction in particulate pollution by 2025-26 with respect to the base year of 2019-20 or achieving 60 microgramme per cubic metre. This programme launched by the Ministry of Environment, Forest and Climate Change (MoEFCC) in 2019 established the first-ever nation-wide framework with clear timelines for urban air quality management. As the initial phase has come to an end and with the start of the next phase, NCAP 2.0 emphasis will be more on critical gaps and learnings from the initial phase, course corrections needed and upscaled multi-sectoral interventions for a strengthened programme for air pollution mitigation. 

This training programme has been specially designed to support implementation, performance evaluation, learnings and course corrections based on the initial phase, strengthening state action plans and sharing of initiatives and good practices. This programme is for officials from the concerned implementing departments and agencies including State Pollution Control Boards (SPCBs), Pollution Control Committees (PCCs), Urban Local Bodies (ULBs) and others concerned and involved with NCAP, clean air action planning and implementation. This programme includes classroom sessions, interaction with experts, classroom exerciseand exposure visits to deepenunderstanding of the issue and intervention strategies. 

Course highlights

  • Foundation and legacy of NCAP 1.0 and key learnings: Increased air quality monitoring, institutionalisation, real-time tracking through PRANA portal, road dust bias, PM10 vs PM2.5 monitoring debate, lack of source apportionment, underutilised funds, institutional delays and reform agenda
  • Strengthening NCAP framework: Air quality monitoring for compliance reporting and evaluating changes in air quality along with new and alternative monitoring methods and data analytics, revised reduction targets, shift to PM2.5 monitoring, strict performance linked grants, data-driven source apportionment, utilisation of convergence funding and airshed-based planning framework
  • Understanding emission sources and pollution source assessment: Fundamentals of emissions inventory, source apportionment and hotspots based planning for hyper local action
  • Upscaling multi-sector mitigation strategies and implementation: Specified actions and intervention strategies and implementation related to vehicles and transport, industries and power plants, MSW, C&D waste, road dust etc
  • Sharing of initiatives and good practices from cities
