Training Programme on NCAP: Framing of strategies and targets for State and Micro Action Plans for air quality improvement in cities

Centre for Science and Environment (CSE) invites participation in its four-day Training Programme on NCAP: Framing of strategies and targets for State and Micro Action Plans for air quality improvement in cities on March 14-17, 2023 at Anil Agarwal Environment Training Institute (AAETI) located at Nimli, Tijara, Alwar district, Rajasthan. This programme represents our initiative to promote good regulatory practices on clean air action planning through knowledge sharing and capacity building.

This training programme will particularly focus on the implementation of the clean air action plans by about 132 cities under the National Clean Air Programme (NCAP) as well as the plans of 42 million plus cities for utilisation of funds disbursed by the 15th Finance Commission for clean air action. Both these programmes require time bound action to meet the target of 20 to 30 per cent reduction in particulate pollution by 2024 from the 2017 levels under NCAP; and, 5 per cent annual reduction over 5 years for the spending of the 15th Finance Commission funds. These cities are required to implement Micro action plans and monitor quarterly progress. In addition State clean air action plans are to be prepared and implemented.

This training programme has been customised to build knowledge and inform practice related to implementation of micro action plans and state clean air action plans under the NCAP. This programme is designed to sensitise, guide, and build regulatory capacity related to holistic understanding and knowledge of air quality monitoring and new monitoring approaches and techniques, clean air action planning and implementation strategies against targets in each sector of mitigation – vehicles and transport, industries and power plants, waste burning, wastes including municipal solid waste and construction and demolition (C&D) waste, dust control measures among others.

This training programme has been designed for officials from the concerned implementing departments and agencies including State Pollution Control Boards (SPCBs), Pollution Control Committees, Urban Local Bodies (ULBs), Urban Development Departments,Transport departments, bus transport corporations and others. 

Course highlights: 

  • NCAP: Clean air action planning and compliance framework
  • Strengthening air quality monitoring and improving data analytics for information dissemination and compliance reporting
  • Alternative methods of monitoring including real-time (high resolution) air quality monitoring, satellite-based observations and air quality forecasting for pre-emptive action planning
  • Understanding emission sources and profiling, new approaches to pollution source assessment, real-time source contribution visualisation, assessment of carrying capacity
  • Multi-sector mitigation strategies for air pollution control: Vehicles and transport, industries and power plants, municipal solid waste, construction and demolition (C&D) waste etc
  • Emission control from vehicles: Strategies for reducing emissions from on-road and new vehicles; vehicle inspection and maintenance and certification programme, need for reforms to improve compliance and effectiveness of testing and preparedness for advanced emission testing programme for BSVI vehicles for control of real world emissions, electric vehicle programme among others
  • Mobility and transportation strategies to reduce emissions: Leveraging public transport reforms including multi-modal transport systems, non-motorised transport (NMT) infrastructure, electric mobility and travel demand management measures including parking policy to reduce congestion and pollution
  • Industrial pollution control including power plant: Smart monitoring of industries (big and small-scale industries), industrial pollution load management in targeted industries, good practices in pollution management in small and medium scale units (including brick kilns), clean fuel strategy and implementation of new SOx and NOx standards, controlling fugitive emissions among others
  • Reduction and management of waste and fugitive dust emissions: Regulations and strategies to reduce and control pollution from C&D waste and management of municipal solid waste to control waste burning
  • Micro action plans implementation and guidance on state clean air action plans
  • Methods for setting targets for implementing micro action plans and state clean air action plans to build strategies for implementation
  • Framework for regional air quality management
  • Institutional framework for effective air quality governance and monitoring and compliance
