Orientation workshop and  exposure visit on Advanced monitoring nof emissions from on-road vehicles: prospect of remote sensing measurements in Indian cities

Centre for Science and Environment (CSE) is organising a three-day Orientation workshop and exposure visit on Advanced monitoring of emissions from on-road vehicles: prospect of remote sensing measurements in Indian cities on February 28 to March 2, 2023. This is a combination of two days of interaction with the national and global experts and a day in the field where currently remote sensing measurements are being organised by the International Council on Clean Transportation (ICCT) along with the Department of Transport, NCT Delhi under the global True initiative. CSE in collaboration with this initiative is organising this orientation workshop and exposure visit to sensitise the officials about the technology and potential application.

In 2018, following the pilot study by ICAT in Delhi on the application of remote sensing devices (RSD), the Supreme Court of India had directed framing of rules for implementation of RSD by the Ministry of Road Transport and Highways. At that point of time, CSE based on the learning from the audit of the PUC system and review of global good practices in advancement of on-road emissions monitoring had also advocated adoption of more advanced techniques of on-road emissions measurements for effective impact in the real world. Since 2018-19 the rules AIS 170 have evolved on remote sensing measurements. Also several non-attainment cities under the National Clean Air Programme (NCAP) have included the implementation of remote sensing in their respective clean air action plans.

As this is a very new area of intervention, this requires a deeper understanding of the measurement techniques and scope of its application and demonstration of the measurement strategy. It is therefore an opportunity to understand from the ongoing RSD measurements in Delhi and NCR that the ICCT is organising to understand the scope of this advanced monitoring.

The orientation workshop that includes interaction with the national and global experts will be conducted on February 28 and March 1 in the residential training centre of CSE, Anil Agarwal Environment Training Institute (AAETI) located at Nimli, Tijara, Alwar district, Rajasthan (two and a-half hour drive from Delhi), and the field visit to the remote sensing measurement site will be organised near Manesar Toll Plaza near Gurugram.
