Consultation Workshop: ‘Allaince for Urban Transformation’: A Platform forCollaboration and Convergence for Urban Development with a focus on ‘Water & Sanitation for All’

Centre for Science and Environment (CSE) in collaboration with the Department of Urban Development (DoUD) GoUP is organizing a consultation workshop for establishment of an ‘Alliance for Urban Transformation’ to facilitate collaboration and convergence at the state to achieve the holistic goals of Urban Development with a focus on ‘Water and Sanitation for All’. Draft Terms of Reference are attached for reference.

CSE has been active in the Ganga Basin in capacitating cities in developing City Sanitation Plans with a focus in FSSM since 2016. CSE entered into a partnership with Department of Urban Development (Govt. of U.P.) and set-up a Programme Support Unit to support FSSM in the State. The launch of Uttar Pradesh Septage Management Policy is a welcome step by the state and we appreciate the efforts by all the Govt. Officials and Development Partners active in the State.

This workshop is one of a series of Technical Support activities of CSE’s Programme Support to Department of Urban Development (DoUD) aimed at mainstreaming effective faecal sludge and septage management, citywide sanitation and improvement of river health.

Background:
Ministry of Housing and Urban Affairs (MoHUA) has launched various missions for urban development which include AMRUT, Swachh Bharat Mission, HRIDAY and Smart Cities. The missions have been created with an objective to develop liveable cities. Water and Sanitation has been a focus area of most of these mission and has seen considerable progress.

India has been declared Open Defecation Free (ODF) in October 2019. Around 100 milliontoilets have been constructed across the country.The nationwide Interventions are needed across the Sanitation Value Chain to safeguard public health and prevent the pollution of water bodies.

MoHUA has launched the ODF+ and ODF++ protocols, with a focus on sustaining ODF outcomes and achieving holistic sanitation. While ODF+ protocol focuses on O&M of community / public toilets by ensuring functionality and proper maintenance of CT/PTs for their continued usage, ODF++ focuses on addressing safe management of faecal sludge from toilets and ensuring that no untreated sludge is discharged into open drains, water bodies or in the open. Further, the Water+ protocol was launched to ensure that no untreated waste water is discharged into the open environment or water bodies.

The SwachhSurvekshan 2020 focuses on sustainability across the sanitation value chain with parameters like Wastewater Treatment and Reuse, and Faecal Sludge and Septage Management getting special attention.

This workshop intends tobring together State Actors and Development Partners in an effort to bring synergies and amplify the progress in the state towards achieving the holistic goals in the sector.The objective of this workshop is to establish an ‘Alliance for Urban Transformation’ to help create a platform for state actors for facilitation of collaboration and bringing convergence to the efforts forachieving Sustainable Development Goals (SDGs) with a focus on ‘Water and Sanitation for all’

  • To understand the challenges and the support neededby various state actors and development partnersin obtaining the desired outcomes in Uttar Pradesh.
  • Feedback on the need for collaboration and convergence for achieving holistic goals of ‘Water and Sanitation for All’ in Uttar Pradesh.
  • Formation of an‘Alliance for Urban Transformation’ – a platform to facilitate collaboration and convergence among all actors.
