Training Programme on NCAP: Special focus on framing mobility strategies and targets for State and Micro Action Plans for air quality improvement in cities

 

Centre for Science and Environment (CSE) invites participation in its four-day Training Programme on NCAP: Special focus on framing mobility strategies and targets for State and Micro Action Plans for air quality improvement in cities on February 21-24, 2023 at Anil Agarwal Environment Training Institute (AAETI), Nimli, Tijara, Alwar district, Rajasthan.

This training programme will particularly focus on the transport and mobility management strategies for air pollution reduction. The indicators provided by the Central Pollution Control Board (CPCB) to track progress in implementation include the strategies for improvement in public transport, network of walking and cycling, and parking management to make cities more accessible and reduce dependence on personal vehicles and reduce emissions. But designing of these strategies have remained challenging within the clean air action planning. This requires a more in-depth understanding of how these strategies need to be designed as part of the funding strategies to the Urban Local Bodies (ULBs) and State Pollution Control Boards (SPCBs).

This programme has been specially designed to support implementation of the clean air action plans by about 132 cities under the National Clean Air Programme (NCAP) as well as the plans of 42 million plus cities for utilisation of funds disbursed by the 15th Finance Commission for clean air action and the State Action Plans. These programmes require time bound action to meet the target of 20 to 30 per cent reduction in particulate pollution by 2024 from the 2017 levels under NCAP; and, 5 per cent annual reduction over 5 years for the spending of the 15th Finance Commission funds. The cities/states are required to implement plans, monitor and report quarterly progress.

This training programme has been designed to sensitise, guide, build knowledge and regulatory capacity of officials from the concerned implementing departments and agencies including SPCBs, ULBs, Urban Development Departments and others.
