Guidelines for managing solar waste

As per the E-waste management rules 2022, issued on Nov 2, 2022, some guidelines have been laid down for the solar sector as well. In this gazette, it has been stated, "As per the Draft Rules, namely the E-enter (Management) Rules, 2022 Environment by the Government of India,

Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i) Notification No. by the Ministry of Forest and Climate Change published on May 19, 2022, following are the directions for management of solar photovoltaic module, panel or cell":

(1) Photovoltaics shall be applicable to the module, panel or cell

(2) Every manufacturer and producer of a solar photo-voltaic module or panel or cell:

(i) Streamline registration on the portal;

(ii) As per the guidelines of the Central Pollution Control Board, solar generated by the year 2034-2035

Storing photovoltaic modules or panels or cell logs;

iii) Must be placed on the portal at the end of the year to which the return relates or before the year 2034-2035 filing annual return in the form;

(iv) Ensuring that there is no waste other than the solar photovoltaic module, panel or cell. The processing must be in accordance with applicable rules or guidelines that are in force

(v) Ensuring that the list of solar photo-voltaic modules or panels or cells is clearly placed on the portal

(vi) Following the standard operating procedure and guidelines issued by the Central Pollution Control Board in this regard.

(3) Solar photo-voltaic modules or panels or cells for recovery of materials as specified by the Central Pollution Control Board. Recycling will be mandated.
