Senior Programme Manager for Urban Water - Sanitation Programme

Centre for Science and Environment (CSE), an established research and advocacy institute, is looking for Senior Programme Managers for its Water Programme. The programme aims to establish policy principles, innovative technologies and implementation strategies for water and wastewater management. These efforts have been directed towards meeting the twin goals of laying foundation for water prudent society and adapting to climate resilience.

Key areas of the programme - focus on making water sensitive cities and supporting city sanitation including effective septage / faecal sludge management and sewage treatment including sewage  in India and across global south – Africa (South Africa, Ghana) and South Asia (Bangladesh, Nepal, Sri Lanka). This involves promoting nature based solutions like storm water / rainwater harvesting, wetland management, groundwater management, water efficiency and conservation in urban areas. This involves technical support in designing and implementing pilot blue – green infrastructure / spaces for effective urban flood management and improved water supply, safe disposal and treatment of fecal sludge / septage including decentralized wastewater treatment including local reuse to make sustainable and affordable systems.  

Another important component of the programme is School of Water and Waste – a capacity building initiative of CSE – Anil Agarwal Environment Training Institute (AAETI) located at Nimli, Rajasthan. AAETI is a learning, teaching and innovation centre designed to find appropriate and affordable citywide solutions to some of the most pressing problems faced by the global south. This capacity-building hub with state-of-the-art teaching – learning and instituted collaborations and MoUs with Government and other knowledge partners offers short training programmes for practitioners, trainers and other key stakeholders – from India and other countries.

This is mid-level position that entails high quality applied research and capacity development activities, online courses, short training programmes for mainstreaming best management practices aimed at promoting sustainable water / waste and effective fecal sludge and septage management in urban context. The Senior Programme Manager will report to Senior Programme Director. 

We would prefer PhD, Civil Engineers or Planners/Architects or Post-graduates in Environment/Wastewater Engineering or related field with at least 10-12 years of work experience. Candidates with lesser experience (6-10 years) will be considered for the positions of Programme Manager and Deputy Programme Manager. 

Candidates with experience in providing technical support for implementation of pilot projects related to water, sanitation and fecal sludge management will be preferred. 

Candidates having relevant experience in developing and coordinating training programmes related to water, sanitation and faecal sludge management will be preferred. 

Candidates should have experience of applied research and on-site technical field support, advocacy and training. He/she should also have a good working understanding of other organization groups and individuals in the water and sanitation sector including government policies/reforms in urban water sector. 

The candidate should be able to work in tight-knit and dynamic team that works on a wide range of issues related to urban water management. He/she should have strong networking and liasoning skills, the willingness to travel and be fluent in both written and spoken English and Hindi. The position is based in Delhi and may involve frequent travel to target project towns/cities. 

Salary will be commensurate with experience and skills.
