Delhi is sizzling at above 40oC. As usual, the rich have the luxury of withdrawing to their air conditioned homes and offices or rushing off for “breaks” in the hills. But at least 50 per cent of the city’s residents continue to toil through the horrific heat in the open: these are our construction workers, street vendors, the homeless, people living in informal settlements, and children, women and the elderly.
Delhi’s Heat Action Plan, while initiating action, is yet to give an effective resilience strategy for these vulnerable groups.
