Situating Nigeria’s Electric Vehicle Regulations within a Learning Framework for the Global South

As Africa’s largest economy and a major vehicle market, Nigeria is beginning to develop the institutional frameworks, standards, fiscal incentives, and import regulations needed to support the transition to electric vehicles. The report, Situating Nigeria’s Electric Vehicle Regulations within a Learning Framework for the Global South, analyses recent policy developments, the roles of key regulatory agencies, and the challenges of implementing EV policies in a context of infrastructure constraints and evolving institutional capacity.

The analysis maps the evolving policy landscape—from legislative initiatives such as the proposed Electric Vehicle Transition and Green Mobility Bill and new import regulations, to fiscal incentives, technical standards, and institutional arrangements governing EV manufacturing, imports, charging infrastructure, and environmental compliance. It also highlights implementation challenges including infrastructure gaps, institutional coordination, and regulatory capacity. By documenting these developments, the report provides a practical overview of how Nigeria is designing the building blocks of its electric mobility ecosystem.
