India’s waste management policy has witnessed a paradigm shift recently by clearing the path for remediation of legacy waste dumpsites in the country. The government’s flagship Swachh Bharat Mission 2.0 has allocated a financial outlay of Rs 1,41,600 crore, with a focus on source segregation, material recovery, phasing out of single-use plastics, construction and demolition waste processing, and remediation of all legacy dumpsites
But while the mandate under SBM 2.0 looks promising, it also presents unique challenges. For instance, a proper roadmap to divert combustibles recovered during the process of biomining is critical to the success of the whole endeavour of dumpsite remediation. Many urban local bodies are struggling to find economically viable options for disposal of recovered material, including combustibles. There are limited number of cement industries accepting scrap combustible fraction (SCF) recovered from dumpsites; the transportation cost incurred is large.
Even where there is a potential for utilisation, it may require additional infrastructure. For example, many cement factories do not have a preprocessing unit, which is critical for co-processing of SCF recovered from biomining.
