AMRUT-Capsule 2: Training Programme on Integrated Wastewater and Faecal Sludge Management for Municipal Functionaries of Uttar Pradesh

Background
In order to strengthen capacities of Urban Local Bodies, States and other stakeholders, the Ministry of Housing and Urban Affairs (MoHUA) has empanelled 30 training entities for rolling out individual capacity building with a three separate capsule spread framework under AMRUT & Smart City Mission (SCM). In a step to implement the integrated Capacity Building, the Orientation Capsule has been replaced with a new lntegrated Orientation Capsule whose outline covers critical aspects of all the Urban Missions. The current Operational Guidelines will apply for all trainings conducted henceforth under the Integrated Capacity Building Framework of the MoHUA.

Centre for Science and Environment (CSE) is a designated Centre of Excellence (CoE) of MoHUA for capacity building and mainstreaming reforms/ good practices under Capacity Building Scheme for Urban Local Bodies (CBULB)scheme since 2009 conducting capacity building activities. Since, 2016 CSE has also been empanelled as training institution in subject area: (i) Engineering &Public Health and (ii) Town Planning - to roll out training programmes in AMRUT cities.   

CSE is supporting states (Uttar Pradesh, Delhi, and Jharkhand) for delivery of individual capacity building programmes such as – Strategic training plan based on Training Need Assessment (TNA), research studies/documentation, exposure visit/workshops/seminar for capacitating municipal functionaries and elected representatives. This would also include coaching and task related assistance from peers / mentors as well as visibility and preparation of IEC materials. 

Taking the above into account, CSE has signed a MoU with Department of Urban Development, Government of Uttar Pradeshto roll out training programmes as per the integrated capacity building project. 

About the Training
Understanding the need to build capacity of municipal functionaries for creating a sustainable and livable society, the School of Water and Waste, AAETI, Centre for Science and Environment (CSE) is organizing the training for government official of Uttar Pradesh.The three day training is part of the series of trainings organized by CSE for officials of UP. The objective is to make the participants aware of various issues and challenges in the urban sector and emphasize on the role and convergence of various missions addressing the challenges. Present interventions call for smart and sustainable solutions during the planning stage. 

Aim
This training aims to provide technical guidance to tackle the issue of wastewater management by planning and designing of solutions that are affordable, scalable and sustainable.
 Learning Objectives

  • A paradigm shift to sustainable wastewater management solutions
  • Build knowledge on decentralized wastewater management, its importance and need in today’s time
  • Strengthen knowledge of various nature based decentralized wastewater treatment technologies including local reuse
  • Build skills on planning and designing a decentralized wastewater treatment system
  • Sharing of best management practices and successfully implemented case examples of decentralized wastewater management

Target Participants
The training programme is for officials of ULBs (Engineers and Town Planners), Commissioners and Executive Officers of Uttar Pradesh.
Training Methodology
The training will be conducted by state of the art teaching - learning tools consisting of interactive sessions, experiential learning using detailed case studies and group exercises on implementing smart solutions in improving urban services.
