Inauguration of FSTP Chunar

Project Background for Quick Reference:

Centre for Science & Environment had prepared a Detailed Project Report (DPR) for the faecal sludge management for the town of Chunar. The DPR comprised of two volumes. Volume 1 included gives the detailed design specifications of the proposed FSSTP including detailed cost estimates and Volume 2 included Topography Survey Sheet, Geotechnical Investigation Report, Detailed structural drawings and Structural Design Analysis Report.

CSE has been on board as knowledge cum technical support partner for the project and prepared DPR on a no cost basis. As directed by NMCG in its AAES approval, the project is to be executed on technology neutral basis but the bid documents should clearly identify the applicable feasible technologies in consultation with knowledge partner i.e. Centre for Science and Environment, New Delhi.

 As recorded in the EC memo (for placement of proposal for 20th Executive Committee of NMCG), the proposal has been reviewed by NMCG-PMC officials and Jamia Millia Islamia in capacity of third party appraiser. The observations and compliance have been considered by CSE / UPJN team.

The DPR was submitted & recommended by SMCG-UP  on 22nd November 2018 for consideration under Namami Gange Program. NMCG accorded Administrative Approval and Expenditure Sanction for the project under Namami Gange Program on 7th March 2019.

State Mission for Clean Ganga – UP (SMCG) is the executing agency for the project. The tendering process has been carried out by General Manager, Ganga Pollution Prevention Unit, U.P. Jal Nigam, Varanasi. The Project Manager appointed by UPJN at Pollution and Prevention Unit (Ganga) at Chunar is directly in-charge of the project. The progress at the state level and central level is reviewed by the concerned officer of the State Project Management Group and National Mission for Clean Ganga respectively. The physical and financial progress reports of the project are to be submitted by the implementing agency on a monthly basis in the prescribed format to SPMG/National Mission for Clean Ganga (NMCG) and designated agencies.

The observations in the first part of the report have been recorded through a joint inspection of CSE, CDD, UPJN team on 6-7th December. The visit was organised to review the work completed till date and steps to be ensured before soft commissioning of the project. 

On 21st March 2023 Mr Swatantra Dev Singh, Hon. Minister, Ministry of Jal Shakti inaugurated the first Faecal Sludge and Septage Treatment Plant fully funded by National Mission for Clean Ganga. The plant capacity is 10 kld which is now operational on its full capacity. 2934 KL of faecal sludge has been treated at FSTP Chunar till March 2023. There were many IEC program was conducted during and after construction of treatment facility.

Now Nagar Palika Parishad Chunar and Ganga Polution control unit UP Jal Nigam are working for its sustainability with the technical handholding support from CSE.

There were about 350 people at the inauguration event who were benefited with the knowledge of FSTP Chunar and its importance.

Hon minister visited the plant module wise and got all the information about how the plant operates and what is the treatment efficiency of the plant.
