Beyond Pilots: Upscaling Distributed Clean Energy in India

Centre for Science and Environment (CSE) is organising a three-day National Workshop to discuss a roadmap for accelerating deployment of distributed renewable energy (DRE) systems across rural India. The workshop is expected to bring together policymakers, utilities, project developers, financiers and community stakeholders to examine how decentralised clean energy solutions can move from isolated pilots to a programmatic, market-driven scale.

India’s clean energy ambitions — anchored in the 500-GW renewable energy target by 2030 — depend critically on the last mile. Mini-grids, PM-KUSUM, off-grids, model solar villages, agrivoltaics, and livelihood and agri-linked DRE applications represent proven pathways; but challenges in system integration, land use, financing and productive use continue to limit their reach. This workshop aims to build on CSE’s sustained work on decentralised energy integration to confront these barriers directly, and forge actionable partnerships for implementation.

KEY SESSIONS AND SUBJECTS OF DISCUSSION

  • Current status of DRE and mini-grid deployment in India — electrification gaps, reliability challenges, and technical best practices for system design
  • Business models and financing structures, including CAPEX/RESCO approaches, blended finance, climate finance and demand-side instruments such as pay-as-you-go
  • PM-KUSUM -- implementation status, DISCOM alignment, subsidy mechanisms and pathways for scaling decentralised solar in agriculture
  • Land availability constraints and the promise of agrivoltaics — dual land use models, policy enablers and impacts on farm incomes
  • The Model Solar Village framework — integrating rooftop solar, mini-grids and community governance for village-level energy planning
  • Handholding support mechanisms to help participants move from planning to on-ground project implementation

How to Participate
• Departments/ministries/agencies can nominate officials for attending this three-day workshop. All they have to do is send the workshop coordinators (listed below) a mail.
• The workshop team will send them a confirmation along with a registration link. The nominated officials will need to register at the link with their relevant details.
• Travel to and from Delhi (to the respective destinations/home towns) will need to be arranged by the nominating authority or the participants themselves.
• CSE will cover the costs of boarding, lodging, conference, and travel between New Delhi and the AAETI campus. Participants, when they reach Delhi, will be directed to a common pick-up point for their travel to Nimli; they will be dropped back at the same pick-up point on their return journey
The workshop is expected to equip the participants with skills and resources that will be extremely relevant for their fields of work. All participants will leave the workshop with concrete action plans, strengthened peer networks, and direct linkages to developers, financiers and government agencies.
