National Consultation: Combating Industrial Emissions

The National Clean Air Programme (NCAP), launched in 2019 by the Union Ministry of Environment, Forest and Climate Change (MoEFCC), marked a major milestone in India’s air quality management efforts. It is the country’s first national framework with defined clean air targets, implementation strategies and fiscal roadmap, aimed at reducing particulate pollution in 131 non-attainment cities.

But one shortfall in the NCAP was the lack of adequate focus on industrial emissions; the industrial sector is a key contributor to air pollution. Of the total P19,711 crore allocated under the programme till FY 2025-26, a mere 1 per cent has been directed towards industrial emissions. NCAP had a city-centric approach, which often excluded industrial clusters outside municipal boundaries. This has made it difficult to address pollution from industries effectively.

As India moves toward designing NCAP 2.0, it is important to bring industrial emissions to the forefront of the clean air agenda. Addressing industrial emissions effectively will be critical for achieving NCAP’s clean air goals, improving regional air quality, and tackling the growing public health impacts of pollution.

Centre for Science and Environment (CSE) is conducting a two-day national consultation on the subject at its residential training campus in Neemli, in Rajasthan’s Tijara block. The focus of the discussions will be on:

  • Transition to cleaner fuels and development of common combustion facilities
  • Adoption of appropriate technologies to reduce emissions from MSME industries
  • Control of fugitive emissions
  • Dissemination of best practices and case studies
  • Experience sharing by industries and regulators on curbing industrial emissions This event is part of CSE’s ongoing efforts to strengthen the implementation of NCAP. It aims to build the capacity of stakeholders and promote the adoption of actionable best practices to curb industrial emissions.

HOW TO PARTICIPATE
The consultation is open to representatives from civil society, regulatory authorities, institutes of repute and industrial development corporations.

There is no participation fee. Interested persons can register online. CSE will shortlist the participants and send confirmation e-mails. Only those who will be shortlisted, will be informed and sent the confirmation e-mail.
CSE will arrange to-and-fro transportation between Delhi (pick-ups and drops only from/at designated spots) and the AAETI campus. All other travel arrangements will have to be done and their costs borne by the participants.
